Taiwan International Ports Corporation has completed the polder construction of land reclamation (I)
in the 4th port (Suao Port) in 2011, and it has used the excavation earthwork to fill the new reclaimed
land due to land reclamation (I) is a semi-enclosed landfill area in order to provide the land usage for the
Yilan County Water Resources Plant and it also provide the length of 150 meters grouting works in land
reclamation (I). In 2016 September, Suao Port has invaded by longwave during typhoon Megi slam into
Taiwan. It has caused the damage on partial sea embankment of land reclamation (I) ,therefore, the repair
works of damaged embankment (approximately 200meters) should be executed in order to avoid filling
earthwork loss and ensure the safety of Suao Port facilities.

Moreover, after the commercial port range of Suao Port has designated. Some private residential area
and some national owned land in this port area are governed by National Property Administration
because of historical background. The land of the Doufu cape tourism area belongs to Suao port but it
has been entrusted to organize by Yilan County Government, yet only offshore waters supervise by
Maritime and Port bureau M.O.T.C. It is necessary to conduct a review and research and to adjust the
harbor range in Suao Port bay area in order to facilitate the management of commercial port in a
more effective way.
