The public works for the Taichung and Chia-Yi Station Special Zones are part of new town development project along the High Speed Rail project, the total development area are 201 and 135.2 Hectare respectively. The work includes site preparation, road work, drainage, water supply, wastewater treatment, transportation, parking facilities, common utility ducts, parks and landscape, electricity and lighting, bridges and underpass engineering. In order to meet the requirements of modern new town development, the program include 1.8 and 1.7km common utility duct, 2.3 and 4.2km cable box to house the water supply line, electric power and telephone communication wires as well as 161 KV high voltage cables. In additions, in order to cross the Taiwan North South railway, 2 underpass structures and one elevated viaduct were designed in Tai-Chung station. Also 2 system interchanges, namely High Speed Rail Interchange and Road 5 connecting bridge were planned in Tai-Chung station.
