The groundbreaking ceremony of Sanxia river Changfu bridge and surrounding renovation was held on August 14, 2023. T.Y.LIN Taiwan President Ray Wang attend this event with design team. The elevation of the beam bottom which is much lower than embankment crest. Sanxia Changfu bridge was insufficient flood-protection standards and bridge abutment on the right river bank eroded over the alignment of levee, resulting in the blockage of the flood conveyance cross-section. Typhoon Saola (2012) and typhoon Soudelor (2015) caused severe flooding, so the ‘Sanxia river governance evaluation’ report of the 10th River Management Office of the Water Resources Agency of the Ministry of Economic Affairs listed this bridge as the priority for reconstruction, and a total of 15 local consultations with residents, site inspection and 5 large-scale local briefings were proceeded.
The reconstruction of Changfu Bridge with increased the span width to reduce the pier numbers, move the abutment from the right bank adjusting the bridge structure system to increase the beam bottom elevation. As the configuration adjustment the current situation increases approximately 18% of the water flow section. The flood protection infrastructure mainly includes the bridge and embankments, the surrounding environment improved by adding pavement on the right and left river bank, and Bazhang village joint environment to connect the reconstructed Changfu bridg which is a barrier-free environment. The total project cost is NTD 919 million and open for service in 2025. The groundbreaking ceremony attendees include key client: New Taipei City, New Taipei City Mayor Hou You Yi and Minister of MOEA Song Der-Ren, legislators and local representatives.
